You can do this via project groups.

This way project admins can assign access to individual users. Allow user registration, so users will be able to register but won't see any project until they have been given access.

Unfortunately, it is not possible for non-global admins to create users (except of the registration link).

The registration page does not enforce username policies (unless you are running windows authentication).

However, you could use Gemini web services to do it. So you can create a custom application / page to do it.

Ok, thanks. I've just tested the above instructions but the project administrator can't assign the new registered user to the project only when i logon as an global admin this is possible. Am i doing something wrong?

Are you going to Project Administration -> Project groups?

Make sure you select the group and start typing the username in the box, it should auto-populate as you type.

When i go to Project Administration -> Project groups and when i type i see the users now.
Is it possible to show the users automatically without typing a character because the project administrator doesn't know the new registered user (name). ?

Unfortunately, that is not possible at the moment.
