Time Tracking, Assigned issue

Can an issue be assigned to more than one person? The time tracker tool won't let me log hours on an issue because it isn't assigned to me.

It seems like you should be able to do this...

Yes, this is a project setting. Project Administration -> General, set resource assignment mode to multiple.
