Assigning a components based issue to group of users

I am traying to create a work flow for reporting from our call centre to development.

Can a reporter create an issue, choose a components and assign an issue to group of resources?

Yes, a user can select the component(s) affected and assign reource(s) by user (not by group).

Can i use a mail adress of a mailing list as a resource?

Well, you could put anything in the user first and last names so put the email there.
