Import Issues in 3.1

I've just installed 3.1 as a new installation.
I am working on migrating my issues from another tracking system into Gemini.
I hope to do this simply by importing from an excel spreadsheet.

I find in the forums references to an Import tool v2.x -- but I cannot find it in v3.1, nor can I find the Import tool on the product page.

Is this still supported? 
Do I need a corporate license?
