How do I make "Work Estimate" not a required field in 3.6.5?

We recently upgraded to version 3.6.5 and now the "Work Estimate" field is required when submitting an issue.

We would like to keep this field, but make it so that the field is not required when submitting an issue.  I am not able to figure out how to do this.  Please give me instructions on how to make the "Work Estimate" field not required.

Go to the Project Administration -> Default Values page and set work estimate to 0
