I cant Assign issues to other users

this seems like i must be doing something fundamentally wrong. I have the current 3.0.4. After creating an issue (I am an admin level user) I would like to assign it to someone. All I see is an option to "take the issue" What am I missing?

Do you have users with the assignable to issue right in the scheme?
