New Users Don't Show up as a Resource

We have created new users but are unable to add them to any projects as a resource. In fact, they do not show up in the list at all.  Everyone has the same permissions.  We own the software but the license is expired so we cannot upgrade but have never had this issue before.  Thanks for any suggestions.

Also, we have restarted the server, services, etc but this didn't help.  Existing users are ok but anyone new cannot be assigned to anything although the account gets added correctly to the list of users.  Thanks

You need to assign these new users as resources for the project (project administration).

Thanks, yes we have done that but they don't show up.  Does anyone know if this is what happens when a license expires?  I understand it just means we don't have support and upgrades?

Are those users is the "Assign To" box when creating an issue?

No, the only place we see them is in the Users List or Users Access under Security Settings in the Administration area.  The users are able to log into the site as well but cannot see anything since they cannot be assigned to any projects.  Thanks

Sorry, you were saying that the users have the same permissions, clearly they don't as they can't see any project.
Please double check you General security settings for these users for the project(s) in question.

Thanks for the help on this.  I do not believe that is the case, we have been using this software for 3+ years and never had this issue.  I have attached screen shots to demonstrate the issue we are having.  Can you please check them out and let me know if you think there is an issue or we are in fact doing something wrong?

These users can log in and see all the issues (we turn that on so all users can see all the issues) but once again we cannot assign them to anything (see screen shots).  Thanks again for your help on this.
