Can you clarify mean of UserId attribute in CounterSoft.Gemini.Scheduler.exe.config file? Is it reporter? If yes, how I can resolve reporter by sender e-mail address? Or I must create mailbox settings for each user?

Yes, you could customise the code to look for the customer's email address in the users list using web services.
