Email Alerts Opt-Out

I'm not sure if this changed with 3.6 but is there any possible way to have Email Alerts as an opt-out versus opt-in? Would love to just have them all checked and then allow users to opt-out. Saves me time when instructing new users and don't want to have them miss issues.
