Inactive users appear in the user search drop-downs

Users still appear in the user search drop-down controls (e.g. the "Reported By" control on Issue.aspx and the "User" control on ProjectGroupMembership.aspx), even when they are flagged as inactive. Surely inactive users should be hidden?
