Issue Reporting Visibility does not show for Global Group

Updated Gemini 3.1.0 (Build 2179) to Gemini 3.1.1 (Build 2212)

After executing CREATEVIEWS.sql and CREATEPROCS.sql, I release the updated source code and made the necessary web.config updates.

Then I attempted to login as user that is assigned to global group that uses a security scheme to review all reporting projects and no projects are visible. If an anonymous user attempts to view the all reporting projects, all are displayed. Why are not all of the global groups working?

Verifed that user id used to login is in the ITA Group. The one id that is in the everyone group is the anonymous user account.

All users should have EVERYONE and EVERYONE (Authenticated) groups assigned to them.

That fixed the access issue for the group members. But how do I  limit the anonymous user from viewing the custom fields on the ViewIssue.aspx page under the Additional Information section? I have attempted to limit the access as followed. All users are in the everyone group, including the anon user and the everyone (authenticated) has the same without the anon group. I have setup the field visibility scheme to not include the the everyone group on the custom fields, but they still appears. I also checked and the scheme is enabled at the project level.
