Users not displayed in dropdown for Security Schemes or Email Alerts

When I am editing a specific Security Scheme, I have no access to the users I have added to the system.  The User: dropdown is empty.

Also, when I try to edit user settings for the email alerts on a particular project, the dropdown only shows me.

Is there a setting I am missing?  This has only occurred since I upgraded from 2.7 to 3.0.4

I see how it works.  It uses auto-complete in both of these boxes.
I will go and read the manual now. ;)

Indeed it's auto-complete -- seemed sensible at the time to use this control to help admins quickly find users!
