Custom Listbox list not filtering to Project

I created a custom Listbox field named "Target Version" to store the version number that I plan to contain the fix. I used the Gemini table VERSIONS for the Lookup table name.

When I edit an issue, all records from the version table are displayed, not just the versions for the project which contains the custom field

Did you specfiy in the custom field definition that it is project dependant?
