When I login and try to create an issue under a project I don't get a submit button. There is a cancel button but not submit button. How do I finalize the issue?

 

The real problem is Components need to be added to the project. However, I'm unable to find where that option is at.

 

Any Help would be appreciated.

You do not get a submit button because there is no components for the project.

Add components from the project admin option, go to the project home page and click project administration (top right).
