Cannot Create issues

Hello,  i just upgraded our systems from 2.1 to 3.1 (after applying the 2.2 release), and the one remaining issue i'm dealing with is that we cannot create issues.  The create issue page pops up, but when you attempt to save the issue, it crashes.  This is what i'm seeing in the System log:

Did you follow the migration guide?

do you have types, priorities, severities etc... showing on the create issue page?

I did run the migration guides, but you were correct in that my issue severity scheme didn't have any severities loaded.  i added those back in and it worked.  Thanks!
