How to set a custom field required?

this is the screen shotcut.


i checked the attribute 'is required' of custom filed named 'Point' , but i can create an issue with blank 'point' field also.
i input a regular expression '\d+' in the 'regular expression validation,but when i create an issue and set the 'point' field as 'aa', it saved.

should i lost something to do ?
