Unable to prevent users from assigning resource when creating an issue

I'm running version V3.04, and I can't prevent "Everyone Default" (vs developers) to select resources.  I checked all the permission, and they do not have rights to assign resources.  How do I restrict this, and also have it not visible for "Everyone Default" only?

Under Security Settings>Security Schemes> Everyone Default

"Assign Resource" and "Assignable to Issues" are blank.

Please make sure you are changing the correct scheme for your project.
What are the full rights that the user has for the project (edit the user)?
