Limiting attachment size

I have spotted in your documentation that you can limit the attachment size -

"Optionally, a file can be attached to the issue. Any attachment with an issue will be accessible to all users who view the issue. By default, the size of file attachments is limited to 4MB (this setting is configurable)."

Have had a quick scan through the web.config and have been unable to find anything, could someone point me in the right direction of how to do this please?
