Forcing e-mail updates to assignee

Is it possible to ensure that the assignee of an issue always gets an e-mail when the issue is updated?

I am aware that I can set the issue watchers - but I was looking for a way to ensure that as a minimum the assignee of an issue is notified upon updates.

You can set the AutoAlertForIssueResource setting to YES in the web.config file.
