Can't get email notices to user

I can't get email notices to work for one of the 2 admins on a project.
Their email address and notification settings look right. I am
getting email correctly, but not the other admin. We have tried several
ways to add and generate issues and they should be getting email.

Separate question:
Can 2 admin addresses be put in the main gemini configuration
"Administrator Email:" separated by semicolon?



I am unable to copy the error text from the log(?) page so here is the error
copied from the source.

Can you please ask the other admin to "watch" an issue. Then update that issue, does it wok?

As for specifing more than 1 admin, you can not do this at the moment. Feel free to add it to our list:

Thank you.

I think the way this resolved is the user's email provider was blocking emails. They had no idea this was happening.
