Soap header not understood exception when logging in

I have read all the posts and got wse2 sp3 installed. I also got wse3 installed.

i am getting the below error?

Please make sure that you have WSE 2.0 SP3 installed on the web server. Also, try changing the version of WSE in the web.config file from 2.0.0.0 to 2.0.3.0.
