We need to fix two problems actually:

1 - Using 2.04, I've discovered that I can Self Register, then move directly to a project, then create an issue. We need to disable this feature, as we do not allow non-project persons to interact other than viewing project information.

2 - We have three issues somehow created with Anonymous User. Perhaps this is related to #1. However, we must disallow the creation of issues by Anonymous User. This resource was not assigned to the project, and I'm not sure how someone could log in as an Anonymous User and create three issues. This seems a serious contradiction to the concept of assigning user id's and passwords.
