Is there a way to restrict the ability to close an issue to a specific role?

An example would be a developer setting an issue to completed. That does not mean it is resolved, a tester ought to test it and verify the issue prior to closing the it.

No, this is not possible at the moment.

However, you could add a new status ("Change Complete") that will come before "Closed", so the developer move the status to "Change...." and the tester closes it.
