New Status Not Available

I created a new status. In my projects, I can not assign any issues to this status. Just to take any "rules" out of play, I set pre and post states to EVERY other status there was then restarted the web application pool. Any ideas?

Did you set the PRE / POST states of the other statuses to point to your new one?
