Setting indivual worker to receive email alert that are assigned to the individual only.

I am trying to setup email alerts to alert indiviual user when an issue is assigned to that individual only.  However, with the current setting, I can only send emails to all user when an issue is created.  Is this feature available in Gemini?  If so, how should I set up the system?

See the AutoAlertForIssueResource setting in the web.config file.
