Find issue is not working for some of our users.  basically users with the following scheme setup

Create Issue, Edit Issue, Link Issue, Create Comment, Update Issue Progress, Assign Resource, View Private Issues, Log Time, View Time Logs\Reports, View Project

This only happen if the user has never see the issue before.  If they have actually viewed the issue (by the email like, or browse into the issue), the find issue works after the initial viewing.
