I've browsed http://support.dotnetnuke.com/Issues.aspx without login and noticed that it allowed me to edit any comment that was submitted by any anonymous user.

It will be better if anonymous comments should not be allowed to edit at all.

This is a per project configuration option that the DNN team have decide to utilise.

Generally speaking, we recommend not assigning any ACTIONS (create, edit, comment, link issues) to anonymous users.

Each to their own!
