Is it possible to disable the plan button?

I want to make some fields required, but the plan option will just skip these required fields, still giving the user a possibility to create an issue without these required fields.

ANSWER

You can remove the Plan button, by removing the permission "Can Manage Planner Board" from Customize -> People -> Permissions for that project.

Is it possible that this doesn't work with a trail license. I upgrade the license and suddendly it works.
