Can we fix the email notifications to be sent to the PM, Manager when a Gemini is created, when a Gemini is closed, and when a comment is added? Is it possible to set the projects to stop sending emails when other updates are made on an issue?

Yes, this is all possible - see the "Email Alerts" link on the top right when viewing any project. From the popup, you can choose the User and set the appropriate alerts to send for the project.
