Re-Assing an issue via comment editing

Can somebody help me please?

Where can I configure, which user roles will be allowed to change issue assignments on the edit comment page?

 

Currently, when I log on as a Gemini Administrator, I can do this.

But my other "custom roles" can not. The "Assigned to" field is not even displayed.
What do I have to do to change this?

Sorry. Solved.

There is a security permission "assign resource" which needs to be edited.
