Users cannot see issues

Hello

   After resolving a problem related to bad installation scripts, we got another one: if a user creates an issue and sets Issue Visibility to Everyone, the other users from the same project group and security groups cannot see the issue, however the issue author is able to see it.  Could it be installation related or I'm missing some thing? Thanks!

Hmm, I tend to resolve problems myself :) . I resolved the issue - all user groups by default had "Only View Own Issues" permission set, thus they were limited to their own issues...
