No "Projects" link / User roles, schemes

I just did a new install of Gemini 2.2.6.

First--
I cannot create new projects. I found another thread that said to click the "Projects" link at the upper left. I am logged in as "admin," and I see a list on the left side-- "Projects, Versions, Components, etc." But none of these are links. Just text. There is no "Projects" link on the page.


Second--
The user guide says that "A security scheme is a collection of user roles. Such schemes can be applied to both projects and users." Where can schemes be applied to users? I found it for individual projects, but I'd like to assign users to have the same roles/schemes automatically for all projects.

OK. I found the "Projects" link. I was looking on the "Home" page, logged in as admin. I didn't realize you had to go to the Administration page. So only Administrators can create projects?

But I still can't find where to assign user roles at the user level. Only at the project level. Seems like micro-management to me.

This is exactly my point. This is PER PROJECT based.

I found this (page 52 of the guide): "The following roles exist within Gemini and operate on a per project basis:" So I get that now.

But I also found (page 48 of the guide): "A security scheme is a collection of user roles. Such schemes can be applied to both projects and users. Security schemes are defined at Gemini level – they are not defined at the project level."

This says to me that I should be able to apply a scheme to a user, such that a particular user can always be, say, "Issue Creator," without the need for an administrator to make the assignment by each individual project. But I don't find that anywhere except under Administration > User Access.

Seems to me this could be a time-intensive activity, if you have a large team and lots of projects.

Is this what the "groups" concept (upcoming version 3) will address? (My only answer to this issue has been to make EVERYBODY a member of the single "Gemini-administrators" group. OK for a small, highly trusted group of people. But not good practice overall.)

Just my thoughts.
