Various screen layout bugs
- Tabs should not be called "1" and "2"
- Top of resources listbox is hidden under the top of the "1" tab
- If you resize the main window, some controls/labels move and resize, others don't.
- Same problem with the Assignment tab in the Issue Editor - it becomes unuseable when you resize it
- Overall the 'Data' tab in the Issue Editor is cluttered and clunky
